Quite a few differences here from the UK English version TX133, 4 speed alloy cylinder, no pedals or sissybar, centre stand, different back light mounting, low exhaust and round headlight.
I could still eat one tho.

Why do you think they changed the exhaust was it cost do you think

Difficult to say and be sure. Several factors have to be considered.
Noise, the high exhaust was an expansion chamber and quite loud.
Notice the engine has changed as well so the low Ti/GT this exhaust may be better suited to the P6 SP4 engine, the 4 stud flange would have to be fitted to the high rise one.
Power, the low exhaust may restrict the engine and keep it below the local power output laws.
Could be safety the high rise exhaust may have been deemed a risk of burning the passengers leg or pedestrians.
Fumes from the exhaust would be emitted higher into the following vehicles fresh air intakes or cyclists lungs!
Local Goverment Laws could dictate the height of the exhaust.
Cost like you suggest.
